Snow affects council services

Please share the following information for the voluntary sector

Adverse weather affects services in Portsmouth

Although the snow is affecting some services in Portsmouth, most of the city is running as normal.


roads and pavements

Colas, the council’s contractor, has been out overnight spreading salt and ploughing snow on all the Portsmouth’s priority routes to keep the city moving. The main roads in the city will continue to be treated throughout the day and overnight tonight, but side roads will not be treated. Motorists are advised to only drive is absolutely necessary and to be extremely careful as conditions are hazardous. Staff from the city council and Colas have also been out since first thing, clearing snow from pavements in busy pedestrian areas including shopping streets and precincts, outside schools, and from the pathways around housing offices and across the estates. However, there is no law stopping residents from clearing snow and ice from the pavements outside their property. If an accident did happen, it is highly unlikely a resident would be sued, as long as they are careful and use common sense to make sure they don't make the pavement clearly more dangerous than before, such as by causing an obstruction with shovelled snow. Residents are advised not to clear pavements by pouring hot water on the snow, as this will cool and leave a layer of ice.

There are now 69 salt bins at locations across the city, which will be replenished during the day today (Thursday). A map of salt bins is available on the council website. Residents are reminded that the salt is for use on public roads and pavements, not for private property.

waste collections

Rubbish and recycling collections have been suspended today (Thursday) in order to make sure pedestrians, other road users and the crews are safe. Anyone whose collection has been missed is asked to store their rubbish on their property and to check the website and the local media for updates, or to call the city helpdesk on 023 9283 4092. Catch-up collections will be made as soon as it is safe to do so and, where possible, crews will work over the weekend to ensure missed bins are picked up.

The recycling centre at Port Solent is closed until further notice.

adult social care

Most adult social care services are running as normal, home care visits are being made wherever possible, and staff are contacting vulnerable people to ensure they are safe and well. Day centres will not be opening today.

housing

The council’s area housing offices are all open as normal so tenants and leaseholders can report any issues as normal. Contractors are making sure all emergency repairs are being carried out.

The majority of Portsmouth schools have been forced to close. The schools that are open today are:

Libraries in the city are all open as normal but will be closing at 5pm, with the exception of the central library, which is closed due to flooding in the summer.
